The Odisha Government, on Monday, approved four policies, including the Electronics Component Manufacturing Policy 2025 and the IT Policy.
The policies are designed to attract significant investment and creating employment opportunities in the state’s growing electronic sector.
The decision was made during a cabinet meeting today, chaired by Chief Minister Mohan Charan Majhi.
Electronics Component Manufacturing Policy
The Electronics Component Manufacturing policy is designed to generate high-skilled jobs while decreasing India’s dependence on imported electronic components, said chief secretary Manoj Ahuja.
The policy offers a comprehensive incentive framework that includes fully matching the central government’s electronics component manufacturing scheme (ECMS) support, he said.
Under the policy, investors can avail a 50 per cent capital subsidy on the first 10 large-scale projects. Alternatively, they may opt for a matching subsidy along with turnover-linked incentives and additional capital support, Ahuja stated.
For subsequent projects (11th onwards), the state will provide a 35 per cent capital subsidy, the chief secretary added.
Other key benefits of the policy include land allocation, rental assistance, a 10-year exemption from electricity duty, and power tariff reimbursements. Special concessions will be extended to cater to mega projects involving over Rs 500 crore or creating more than 1,000 jobs, he added.
“This initiative aligns with the national Make in India vision, aiming to foster a self-reliant electronics ecosystem while accelerating Odisha’s economic growth,” said Chief Secretary Manoj Ahuja.
Odisha IT Policy-2025
In another significant decision, the government approved the Odisha IT Policy-2025, designed to create direct and indirect employment opportunities for one million people in the IT/lTeS sector over the policy period, Ahuja said.
To attract investments, the policy offers range of business-friendly incentives such as capital and interest subsidies, land and rental support and state GST reimbursement, he stated.

The Cabinet has also given de-facto approval on the appointment of three members of the Odisha Public Service Commission (OPSC). The newly appointed members include Udaya Narayan Das, Director of Census Operations; Mihir Prasad Mishra, Principal (Retd.) of S.C.S. (Autonomous) College, Puri; and Manoj Kumar Mohanty, former Additional Secretary to the Government in the General Administration and Public Grievance (GA & PG) Department.
The Cabinet also approved the proposal for convening the fourth session of the 17th Odisha Legislative Assembly, which will commence on September 18.
