In its first significant administrative overhaul under the leadership of newly appointed Chief Secretary Anu Garg, the Odisha government, on Thursday, effected a major reshuffle in the top level of bureaucracy, according to an official notification.
The reshuffle is seen as a strategic step towards enhancing departmental synergy and governance under the leadership of Garg, a 1991 batch IAS officer.
Key appointments, transfers
1993-batch IAS Deoranjan Kumar Singh has been appointed as the new development commissioner cum-additional chief secretary, replacing Garg.
Singh, a 1993 batch IAS officer, is currently holding the post of additional chief secretary (ACS) in the Revenue & Disaster Management Department with additional charge of Member, Board of Revenue, Special Relief Commissioner, Managing Director of Odisha State Disaster Management Authority, and Chairman of Odisha Forest Development Corporation.
After the reshuffle, Singh will work as Development Commissioner-cum- ACS and secretary in the Planning & Convergence Department. He will also remain in additional charge of ACS to the Revenue & Disaster Management Department.
Similarly, incumbent ACS to the Home department, 1991-batch Satyabrata Sahy, also with additional charge of ACS Forest, Environment & Climate Change Department, has been appointed as Member, Board of Revenue, Odisha, Cuttack.
The 1995-batch Hemant Sharma, ACS, Industries Department, with additional charge of I &PR Department and Chairman, IPICOL, has been assigned the additional charge of ACS, Home Department. Shubha Sarma, the 1999-batch IAS officer, currently serving as Principal Secretary, Women & Child Development, has been given additional charge of Principal Secretary, Water Resources Department.
The 1999-batch Bhaskar Jyoti Sarma, incumbent Principal Secretary, Excise department and CMD, Odisha Power Transmission Corporation Limited (OPTCL), Chairman, Odisha State Beverages Corporation Limited (OSBCL), has been assigned additional charge as Principal Secretary, Forest, Environment & Climate Change Department.
The 2005-batch officer Rajesh Prabhakar Patil, Commissioner-cum-Secretary, Co-operation department; Chairman, Odisha State Warehousing Corporation (OSWC) and Special Secretary, Housing & Urban Development, has been given additional charge of SRC and MD OSDMA.
Meanwhile, Madhumita Rath, IAS (SCS-2015), Additional Secretary to the School & Mass Education Department, is appointed as Collector & District Magistrate, Nayagarh, while Akshay Sunil Agrawal has been transferred and appointed as the Collector & District Magistrate, Gajapati.
The General Administration & Public Grievance Department issued a detailed notification on Thursday in this regard.
