Odisha Chief Minister Mohan Charan Majhi on Friday presented the annual state budget for the 2026-27 fiscal year with a massive outlay of Rs 3.10 lakh crore. The budget places a strategic emphasis on transforming the state’s infrastructure, agriculture, tourism, and irrigation sectors.
Out of the total outlay, Rs 1,80,000 crore has been earmarked for programme expenditure, which is around 58 per cent of the total budget estimates.
Presenting his government’s third budget, Majhi, who also holds the Finance portfolio, emphasised that the budget is designed to fast-track world-class infrastructure and empower the youth through targeted skill development initiatives, leverage Artificial Intelligence to enhance productivity, promote diversified and resilient industries, and strengthen inclusive growth by uplifting women and vulnerable sections across the state.
This vision is built upon six core pillars: People First, Rural Empowerment, Prosperity for All, Our Legacy Our Pride, Technology Leading the Way, and People-Centric Governance.
Majhi said administrative expenditure is proposed at Rs 1,14,000 crore, while the outlay for Disaster Risk Management Funds is Rs 5,375 crore.

Similarly, the Capital Outlay was Rs. 72,100 crore estimated in this Budget, which is 6.5 per cent of the Gross State Domestic Product (GSDP) and 23.3 per cent of the state budget.
The state government, in a press statement, highlighted that Odisha’s proportion of capital expenditure relative to its total budget remains the highest among all major Indian states.
The 2026-27 budget maintains strict fiscal discipline, remaining fully compliant with the Fiscal Responsibility and Budget Management (FRBM) Act. The Revenue Surplus is pegged at 3% of the GSDP, while the Fiscal Deficit is projected at 3.5% of the GSDP.
The Agriculture and Allied sectors, this year, received a substantial boost with an allocation of Rs 42,492 crore, a 12.3 per cent increase over the previous year.
A key highlight is the Rs 6,088 crore earmarked for the “Samrudha Krushaka Yojana,” which guarantees a paddy procurement price of Rs 3,100 per quintal. To ensure seamless payments, a Rs 5,000 crore revolving fund has been established to facilitate prompt disbursals to farmers.
The Chief Minister allocated Rs 17,855 crore toward various old and new initiatives to strengthen the irrigation facilities, flood control, and water use efficiency.
The sector-wise allocation in the Odisha Budget 2026-27 include, Rs 23182 crore for public health care, Rs 42,565 crore for the Education Sector, Rs 18,957 crore for various women and child-centric policy and welfare measures, Rs 25,208 crore for social security measures, Rs 10,738 crore for urban development schemes and projects, Rs 5,575 crore for the “Viksit Bharat – Employment Guarantee and Livelihood Mission (Gramin)” VB GRAM-G scheme, etc.
CM Majhi also announced 16 new schemes and initiatives, including a Rs 1,000 crore Jagannath Interpretation Centre and a World Tourism Center (WTC) in Puri. New social measures include the Mukhyamantri Kanya Sumangal Yojana, providing a Rs 20,000 savings instrument for girls from economically weaker backgrounds. Additionally, the state is looking toward the future with the Odisha AI Mission (Rs 23 crore) and the Mukhyamantri Smart City Mission (Rs 100 crore).
