The Odisha government has introduced a new draft Electric Vehicle (EV) Policy-2025, with the goal of having at least 50 per cent of all new vehicle registrations be electric by 2030. This policy was notified by the transport department on Tuesday.
The draft EV Policy-2025 introduces new strategic interventions, aiming to increase EV adoption by including more vehicle types, incentivising private companies to build charging infrastructure, and leveraging real-time data for better implementation.
The state’s previous policy, the Odisha Electric Policy, 2021, aligned with these national efforts, had a goal of 20 per cent EV adoption within four years. However, an official from the transport department stated that the target was not met, as only about 9 per cent of new registrations were EVs during that time. This is the main reason behind the new policy, which seeks to boost the sector.
According to the official, the new draft policy strengthens current adoption efforts, includes high-emission vehicle categories, and is in line with the central government’s Net Zero 2070 decarbonisation roadmap.
The state also has long-term goals of achieving 70 per cent electric and alternative fuel vehicle sales by 2036 and 80 per cent by 2047, as part of the broader Odisha Vision 2036 & 2047.
Under the proposed policy that will remain in force till 2030, the government increased the incentives given for four-wheeler light motor vehicles (transport) or taxis from Rs 1.5 lakh to Rs 2 lakh, the official informed.
The government will also provide an incentive of Rs 20 lakh for the registration of each electric bus, the official added.
Incentives for other transport vehicles have also been revised. They will now range from Rs 5 lakh for vehicles weighing more than 3.5 tonne and less than 7.5 tonne, and Rs 7 lakh, Rs 16 lakh, Rs 18 lakh and Rs 20 lakh for vehicles weighing less than 12 tonne, 18.5 tonne, 35 tonne and 55 tonne, respectively.
According to the draft policy document, only permanent residents of Odisha can receive these benefits, and each person can claim the incentive once per vehicle type.
The policy also proposes a dedicated fund of Rs 15 crore to support EV-related research and development (R&D).
