The Odisha government has entered into a strategic partnership with NITI Aayog and the Sustainability, Employment and Growth (ISEG) Foundation to implement a landmark clean energy transition initiative in the state.

The tripartite agreement was signed in Bhubaneswar by Chief Secretary Manoj Ahuja; CEO of NITI Aayog B V R Subrahmanyam, and Director & Founding Partner of ISEG Foundation Shirish Sanke.

“Over the next 6 months, the partners will collaborate to design Odisha’s Energy Transition Blueprint, which will be followed by 12–18 months of joint efforts focused on its projectisation and implementation. With this initiative, Odisha becomes the third state in India, after Maharashtra and Andhra Pradesh, to embark on a holistic energy transition planning process— aimed at enhancing its competitiveness in attracting investments and exporting energy services, aligning with the State’s Vision 2036 and 2047 goals,” the Niti Aayog said in a post shared on X.

As per an official statement, the tripartite agreement marks the beginning of a strategic partnership aimed at developing and implementing a Strategic Roadmap for a cost-effective Energy Transition Plan and Projectization in Odisha.

The initiative aligns with the state’s vision of Viksit Odisha 2036 and 2047, aiming at making the power sector more accessible, sustainable, self-reliant, and environmentally responsible, as per the statement.

Key objectives include promoting cleaner, cost-effective energy generation, improving energy access via smarter transmission and distribution systems, and integrating advanced technologies for energy management and storage.

NITI Aayog will provide strategic guidance, facilitate stakeholder collaboration, and support the development and review of the energy transition blueprint.

The Odisha Government will manage on-ground implementation, ensure data availability, inter-departmental coordination, and logistical support.

The ISEG Foundation will act as the Strategic Partner, contributing technical expertise to develop energy demand-supply scenarios, renewable energy strategies, implementation frameworks, and establish an “Energy War Room” for project execution.

To ensure effective implementation, a Central Oversight Committee chaired by the NITI Aayog CEO and a State Steering Committee led by the Principal Secretary (Energy) of Odisha will be constituted to monitor progress and provide strategic direction.

On the other hand, the Niti Aayog CEO B.V.R. Subrahmanyam held crucial discussions with Chief Secretary Manoj Ahuja and other senior officials of the state government over the development of Odisha in a meeting here on Thursday.

Subrahmanyam, during the meeting, offered vital advice on data analysis for the evidence-based decision-making that is necessary for the field of administration and development of Odisha.
