The Odisha government signed a Memorandum of Understanding (MoU) for 14 new projects entailing a cumulative investment of approximately Rs 2.10 lakh crore on the first day of its investor outreach program in the UAE on Wednesday, officials said.

Chief Minister Mohan Charan Majhi, leading a high-level state delegation in Abu Dhabi, oversaw the signing of the agreement in partnership with International Holding Company (IHC) and the Adani Group.

According to an official statement, the proposed projects are expected to generate employment for nearly 8.68 lakh people, subject to feasibility studies, due diligence, required approvals, and final definitive agreements.

In a post from his X handle, CM Majhi wrote, The first day of the Odisha Investors Meet in the UAE marked a strong beginning to our global investment outreach, with several meetings focused on strengthening investment, trade and industrial cooperation. A key outcome was the proposal for 14 new projects with IHC and Adani Group, with $2.105 trillion in indicative investment potential and employment potential for approximately 8,68,200 people. Discussions also advanced the integrated aluminium project and explored opportunities in petrochemicals, ports and infrastructure.”

“The second day of our investment outreach will continue in Dubai, with engagements with leading UAE-based investors and business leaders,” he added in the post.

The proposed investments span multiple growth sectors, including metal downstream industries, slurry pipelines, critical minerals and rare earths, chemicals and petrochemical derivatives, renewable energy equipment, healthcare, industrial infrastructure, tourism, skill development, and sports infrastructure.

The day’s schedule opened with a roundtable featuring involving business verticals and group companies of IHC to review potential site allocations for an integrated aluminium project, the statement read.

The state government proposed land in Kalyansinghpur tehsil of Rayagada district for an alumina refinery, alongside a site in Sadar Sundargarh tehsil of Sundargarh district for an aluminium smelter, it added.

Chief Minister Majhi also engaged with the Indian Business and Professional Group (IBPG), leading to a Memorandum of Cooperation designed to strengthen bilateral trade and expand investment in Odisha.

Discussions focused on boosting exports of state produce, such as turmeric, ginger, and seafood, while promoting contract manufacturing for UAE brands and creating opportunities for highly skilled manpower, the statement said.

During a separate bilateral meeting with Hazeem Sultan Al Suwaidi, CEO of Borouge’s petrochemicals division, Majhi invited the firm to explore establishing a large-scale downstream chemicals complex in Odisha. The project could potentially leverage feedstock linkages from Indian Oil Corporation Ltd’s (IOCL) proposed naphtha cracker facility at Paradip.

Borouge, a producer of polyethylene and polypropylene for infrastructure, energy, healthcare, and packaging, reported $5.85 billion in revenue in 2025, the statement said.

At a separate institutional investor roundtable, the Chief Minister highlighted public-private partnership (PPP) opportunities within Odisha’s broader infrastructure pipeline. The session drew senior representatives from leading regional institutions, including Abdulha IFC, GCC Divisional Director Zeini Jafri, IRH Global Head of Quantitative Research Development Giulio Occhuonereo, and Elliptic FZ Managing Director Francesca Maria, where Majhi reiterated the state’s commitment to facilitating long-term strategic partnerships, the statement said.
