Odisha starts e-detection system to identify vehicles lacking PUCC, insurance

Odisha starts online system to identify vehicles without pollution certificateOdisha STA issues over 60,000 e-challans for traffic norm violation in one da

The Odisha government has launched an automated e-detection system to spot vehicles plying without a valid pollution under control certificate (PUCC) or insurance policy to ensure strict enforcement of traffic and safety laws, an official said on Sunday.

State Transport Commissioner Amitabh Thakur said that the system officially became operational on September 1.

Whenever vehicles are detected operating on state roads without active insurance or a valid PUCC, an e-challan will automatically be generated in line with statutory provisions and electronic enforcement guidelines, Thakur explained.

Thakur encouraged vehicle owners across the state to verify the validity status of their PUCC and insurance coverage and renew them without delay.

He further warned that for vehicles with pending e-challans that remain unpaid past the prescribed statutory deadline, their registration certificates will be temporarily frozen on the Parivahan Sewa portal.

This restriction blocks all digital and physical Regional Transport Office (RTO) services, thereby preventing owners from renewing their PUCC via the VAHAN-integrated application.

“These measures are being implemented to ensure traffic discipline, environmental compliance, third-party protection and road safety,” Thakur said.

Recently, the state government revised fine amount for violations from a blanket Rs 10,000 to a slab ranging between Rs 1,000 and Rs 6,000 based on the vehicle category.
