Chief Minister Mohan Charan Majhi has approved a significant amendment to the Odisha Survey and Settlement Rules on Wednesday, aimed at simplifying and expediting the process of correcting and updating old land records.
The key change is that Tehsildars are now empowered to directly update the Record of Rights (RoR) in the name of a buyer for land that was purchased before settlement operations took place, a statement said.
According to the existing system, buyers whose names were not recorded in the RoR for pre-settlement land purchases were forced to file an appeal with the Board of Revenue (BoR) or a separate Revision Court. This was often a lengthy and time-consuming process, sometimes delayed for years due to heavy backlogs.
The move is likely to benefit people who have purchased land before the settlement operations but are yet to receive the RoR in their name, the statement said.
The Orissa Survey and Settlement Act, 1958, establishes the legal framework for all survey and settlement activities in the state, while the Orissa Survey and Settlement Rules, 1962, details the procedures for implementing the Act’s provisions.
